LPG Gas Cylinder KYC: Government Mandates Biometric Authentication for Consumers

The Pradhan Mantri Ujjwala Yojana (PMUY), launched in May 2016, aimed to provide deposit-free LPG connections to adult women from poor households. This initiative has significantly increased access to cooking gas among underprivileged communities, but it has also introduced new requirements for beneficiaries. Recently, the Indian government has taken a decisive step to enhance the verification process for LPG consumers by mandating biometric Aadhaar authentication, commonly referred to as e-KYC.
As part of this initiative, the government has asked over 330 million domestic consumers of cooking gas to complete their e-KYC through biometric Aadhaar authentication. This move is particularly critical for the 105.1 million beneficiaries of the PMUY, who must complete this process annually to continue receiving their cooking gas subsidies. The requirement aims to ensure that subsidies reach the intended recipients and reduce instances of fraud.
The petroleum ministry has emphasized the importance of this verification process, stating, “All domestic LPG consumers are required to complete biometric Aadhaar authentication (e-KYC).” This statement underscores the government’s commitment to maintaining the integrity of the subsidy system while ensuring that those in need continue to benefit from it.
To facilitate this process, the Ministry of Petroleum and Natural Gas has introduced a digital ‘Face-Recognition’ feature, allowing consumers to verify their identity from home. This innovation is expected to streamline the e-KYC process, making it more accessible for consumers who may face challenges in completing the verification in person.
Despite the challenges posed by the new requirements, reports indicate that around 90% of customers have already completed their e-KYC. However, the government has warned that the ₹300 subsidy on the 8th and 9th refills for PMUY beneficiaries will be held in abeyance until their e-KYC is verified. This stipulation aims to encourage consumers to complete the process promptly, as the new financial year begins on April 1.
The recent increase in cooking gas prices has further highlighted the importance of the subsidy system. On March 7, the Oil Marketing Companies (OMCs) raised cooking gas prices by ₹60 per 14.2 kg cylinder, bringing the price of domestic LPG cylinders in Delhi to ₹913. For PMUY beneficiaries, the cost of a cylinder in Delhi remains at ₹613, thanks to the targeted subsidy introduced by the government.
As the deadline for e-KYC completion approaches, consumers are urged to take action to ensure they do not miss out on their subsidies. The government is providing a targeted subsidy of ₹300 per cylinder for up to 9 refills of 14.2 kg cylinders per annum for the financial year 2025-26. This initiative is part of the broader effort to support low-income households in managing their cooking gas expenses.
In summary, the government’s push for LPG gas cylinder KYC through biometric Aadhaar authentication reflects a significant shift in policy aimed at enhancing transparency and accountability in the subsidy system. As consumers adapt to these new requirements, the focus remains on ensuring that the benefits of the PMUY reach those who need them most.
