Weather Raipur: Update on Raipur-Visakhapatnam NH Fraud Investigation
In recent developments regarding the Raipur-Visakhapatnam National Highway project, the Enforcement Directorate (ED) has taken significant action against individuals involved in a land acquisition compensation fraud. This investigation follows the registration of a First Information Report (FIR) by the Chhattisgarh Economic Offences Wing and Anti-Corruption Bureau.
On January 30, 2020, the ED initiated its probe, uncovering a criminal conspiracy involving land brokers, private individuals, and certain public servants. These parties allegedly colluded to fraudulently obtain excess compensation for land parcels associated with the highway project under the Bharatmala Pariyojana.
As the investigation progressed, authorities discovered that land parcels had been illegally subdivided by falsifying and backdating revenue records. This manipulation allowed for compensation amounts significantly higher than the legitimate entitlements to be disbursed.
In total, the ED has attached movable and immovable properties worth Rs 23.35 crore, which were identified as proceeds of crime. The investigation revealed that multiple bank accounts were opened in the names of the landowners to facilitate the transfer of these inflated compensation amounts.
Notably, a substantial portion of the compensation, amounting to Rs 27.05 crore, was siphoned off by Harmeet Singh Khanuja and his associates. The ED traced these funds and attached them under the provisions of Section 5 of the Prevention of Money Laundering Act (PMLA), 2002.
Currently, a charge sheet has been filed before the special court in Raipur against Harmeet Singh Khanuja and others involved in this fraud. The ongoing proceedings highlight the seriousness of the allegations and the potential legal repercussions for those implicated.
This sequence of events is significant as it underscores the challenges faced in ensuring transparency and accountability in public infrastructure projects. The fraudulent activities not only undermine public trust but also divert essential resources intended for development.
As the investigation continues, authorities are expected to pursue further actions against those involved, aiming to recover the misappropriated funds and restore integrity to the land acquisition process.
