Investment in Kalyana Karnataka
A significant component of the budget is a proposed ₹5,000-crore action plan for the development of the Kalyana Karnataka region, funded through the Kalyana Karnataka Region Development Board (KKRDB). This initiative aims to address regional imbalances and promote targeted investments.
Among the key proposals, the construction of 1,668 anganwadi buildings in Kalyana Karnataka is planned at an estimated cost of ₹200 crore. Additionally, new residential first-grade colleges are set to be established in Kalaburagi, Yadgir, Raichur, and Koppal districts, with an investment of ₹18 crore.
Infrastructure Developments in Bengaluru
The budget also outlines significant infrastructure projects for Bengaluru. A total of 41 km of additional metro lines are proposed to be completed under the Namma Metro initiative in the 2026-27 fiscal year. Furthermore, a ₹6,939 crore Cauvery Phase-VI water supply project has been announced to improve water accessibility in the city.
In a bid to enhance healthcare services, a 1,000-bed charitable super-speciality hospital is to be constructed at the Rajiv Gandhi Institute of Chest Diseases in collaboration with the Azim Premji Foundation.
Social Media Regulations
In a notable policy shift, the budget includes a provision to ban the usage of social media for children under the age of 16, reflecting growing concerns over digital safety and youth engagement.
Background and Future Considerations
The KKRDB was established under Article 371(J) of the Constitution to address regional imbalances through targeted investments. However, the effectiveness of the KKRDB in supplementing development versus substituting regular sectoral spending remains unclear. Details remain unconfirmed.
