New Gun Licensing Policy in Jerusalem

In a significant development, Itamar Ben Gvir, Israel’s Minister of National Security, has authorized residents of 41 Jewish neighborhoods in Jerusalem to apply for gun licenses. This policy change could potentially make around 300,000 Jewish residents eligible for firearms permits, reflecting a shift in gun licensing regulations.

Previously, only residents living near the separation wall were permitted to carry firearms, but this new directive broadens the scope considerably. Since Ben Gvir took office in December 2022, over 240,000 Israeli civilians have obtained gun licenses, indicating a rising trend in civilian armament.

As of November 2025, more than 330,000 Israelis held a gun license, a figure that underscores the increasing acceptance of firearms in civilian life. Notably, 99 percent of applicants now pass their shooting tests, a statistic attributed partly to the introduction of phone interviews as part of the application process.

Ben Gvir’s policy comes in the context of heightened violence, particularly against women, with reports indicating that since October 7, 2023, 53 women have been murdered by family members—a 33 percent increase compared to the period before his tenure. This alarming trend has raised concerns about safety and security in Israeli society.

In response to the ongoing conflict and rising violence, Ben Gvir stated, “Especially amid the war and during Ramadan, Jerusalem residents have a basic right to defend themselves and their families.” He further emphasized, “My policy is clear: a weapon in the right hands saves lives,” urging residents to take action.

His call to action included a direct appeal: “I call on the residents of Jerusalem: go obtain a gun license. A weapon saves lives.” This rhetoric reflects a broader strategy to empower citizens in the face of perceived threats.

However, the policy has not been without controversy. In 2023, the Israel Police launched an investigation into allegations of illegal gun license approvals by Ben Gvir’s office, raising questions about the integrity of the licensing process.

As the situation evolves, the implications of Ben Gvir’s policies on public safety and community dynamics in Jerusalem remain to be seen. Details remain unconfirmed regarding the long-term effects of this expanded gun licensing policy.
