The Allahabad High Court’s intervention highlights the urgency of forming an OBC Commission to ensure compliance with Supreme Court mandates ahead of the 2026 Panchayat elections in Uttar Pradesh.

The court issued a notice to the Uttar Pradesh Government regarding the formation of this commission. It has requested an affidavit specifying a timeline for establishment within three weeks. A contempt petition was filed by Advocate Moti Lal Yadav, who argues that without this commission, the state cannot fulfill the Supreme Court’s ‘Triple Test’ criteria for OBC reservation in local bodies.

The next hearing is scheduled for May 19, 2026. If the commission is not formed promptly, local body polls could be delayed until 2027. The Public Interest Litigation (PIL) asserts that OBC seats must be reserved based on population data from a valid empirical survey.

The UP Panchayat Raj Act mandates this reservation based on empirical data. Currently, up to 50 percent of total seats are reserved for Scheduled Castes (SCs), Scheduled Tribes (STs), and Other Backward Classes (OBCs).

On another note, during the National Panchayati Raj Day celebrations in 2026, Poinguinim Panchayat received a Certificate of Excellence for achieving the highest score in Local Sustainable Development Goals. Agonda Panchayat was also recognized for its outstanding commitment to waste management facilities.

Yet, officials have not confirmed how these awards might influence future panchayat elections or local governance strategies.
